Monica is a senior member of the firm's healthcare team and works with both for-profit and not-for-profit clients such as skilled nursing facilities, home-health agencies, and other long term care organizations. A vigorous advocate for her clients, she is recognized for her ability to resolve conflicts at all levels and create synergies for the greater good of her clients.

Monica advises clients in today's environment of ever-changing regulations, reporting and funding guidelines, staying abreast of federal and local requirements and changes that are in process. She frequently manages disputes that arise from field audits conducted by the Rhode Island Department of Human Services. She provides assistance in the preparation of Certificate of Need and Change of Ownership applications and prepares rate submissions and appeals, as well as operating budgets, projections and forecasts.

Monica tracks and analyzes the current state and federal regulations that impact healthcare law for the firm’s client base. For more than a decade, she has spearheaded the firm's comprehensive annual effort to produce its Nursing Facility Trends Report, which has become a hallmark of the healthcare practice at Sullivan & Company. The report analyses trends for occupancy, payor mix, labor expenses and other pertinent information for nursing facilities to compare themselves to others in their "peer group" and to the Rhode Island nursing home industry as a whole. 

She is an active participant in the Rhode Island Health Care Association, the Rhode Island Assisted Living Association, and Leading Age RI. She is a board member for the Rhode Island Employee Assistance Program, which helps companies and organizations manage job performance, behavior problems, and critical incidents in the workplace while offering confidential, easy access for employees and family members needing assistance for personal concerns.
